Placés sur le thème «L’incidence des contrôles dans la gestion des contrats de partage de production (CPP)», les travaux de la première édition des journées du pétrole du 31 mai au 3 juin au Pullman de Dubaï aux Émirats Arabe Unis ont enregistré la participation active du ministre gabonais du Pétrole et du Gaz accompagné d’une importante délégation de la direction générale des Hydrocarbures.

À l’initiative du cabinet africain 3M-Partners & Conseils, la première journée du pétrole, présentée comme le rendez-vous des acteurs des hydrocarbures en Afrique, a mobilisé des cadres des administrations chargées de la gestion des hydrocarbures, ainsi que les responsables des sociétés nationales des hydrocarbures de huit États du continent (Congo, Côte d’Ivoire, Gabon, Guinée équatoriale, Mauritanie, RDC, Sénégal, Tchad) autour de la problématique de l’incidence des contrôles dans la gestion des contrats de partage de production (CPP).
Les CPP constituent en effet un enjeu majeur pour les pays africains producteurs de pétrole, car ils régissent les relations entre les Etats et les entreprises pétrolières. Or, les États africains signataires des CPP font souvent face à des difficultés organisationnelles, opérationnelles et techniques dans la gestion optimale et le suivi des obligations incombant aux sociétés pétrolières parties prenantes auxdits contrats.

Pour Gacyen Mouely, associé cogérant de 3M-Partners & Conseils, « la maîtrise des CPP offre aux autorités étatiques un cadre juridique stable et prévisible permettant de garantir une répartition équitable et transparente des bénéfices tout en veillant à ce que les normes environnementales et sociales soient contractuellement posées comme des priorités indiscutables ou non négociables ».
Cette thématique qui préoccupe au plus haut point l’ensemble des pays africains producteurs de pétrole a permis de mettre l’accent sur le dispositif de contrôle dans les CPP, l’intérêt et l’impact des audits des coûts pétroliers ou encore l’importance du contrôle de la production. «La maîtrise des mécanismes liés au CEPP est un impératif pour que le Gabon puisse au maximum tirer profit de son pétrole brut», a estimé, le ministre Vincent de Paul Massassa. Non sans rappeler que cela fait partie de la vision du président de la République, Ali Bongo Ondimba, pour amener le secteur pétrolier à participer davantage à l’économie du Gabon.
Les journées pétrole ont vocation à devenir un cadre de rencontres de référence pour les décideurs institutionnels afin de mieux s’approprier la gestion de ce type de contrat.
