Gabon : Une nouvelle mercuriale pour baisser les prix de 67 produits importés

Quatre mois après les Assises sur la vie chère, le gouvernement et les opérateurs économiques intervenant dans la chaîne des prix ont signé, jeudi 6 juillet 2023, un protocole d’accord pour l’application de la nouvelle mercuriale au Gabon. Cette nouvelle mercuriale fixe les prix plafond aux stades gros, demi-gros et détail de 67 produits alimentaires importés de catégories viandes, volailles, poissons, conserves, riz et produits laitiers.

Dans le cadre de la lutte contre la vie chère au Gabon, les ministres de la Lutte contre la vie chère, René Ndemezo’Obiang, de l’Économie, Nicole Jeanine Lydie Roboty Mbou et celui des Transports, Roger Bibaye Itandas, ont procédé le 6 juillet 2023 à la signature d’un protocole d’accord pour une nouvelle mercuriale. Cette nouvelle mercuriale fixe les prix plafond aux stades gros, demi-gros et détail de 67 produits alimentaires importés, des catégories viandes, volailles, poissons, conserves, riz et produits laitiers

«La nouvelle mercuriale compte 67 produits contre 48 inscrits dans l’ancienne signée le 15 septembre 2022. Comme élément nouveau, elle apporte une gamme de produits beaucoup plus élargie, notamment dans les catégories de viande, volaille, poisson et riz. On peut y retrouver ainsi les rognons, le ragout avant et arrière, les ailles de dinde, le gros maquereau, le riz blanc et parfumé des marques ‘’Éléphant et Super Eléphant’’», a déclaré Nicole Jeanine Lydie Roboty Mbou.

Selon le membre du gouvernement, il convient de rappeler que les produits de la mercuriale demeurent soumis au régime douanier intégrant le taux global réduit de 5% (excepté le riz et les produits laitiers qui sont exonérés totalement) et l’abattement de 60% de la valeur en douane du fret. «L’application de la mercuriale interviendra deux semaines à compter de la date de signature. Dans l’intervalle, elle fera l’objet d’une importe campagne de communication-vulgarisation par les administrations compétentes, à l’effet de sensibiliser les consommateurs et accompagner les opérateurs économiques pour une meilleure applicabilité du nouveau dispositif», a-t-elle indiqué.

Pour le ministre en charge de la Lutte contre la vie chère, depuis plusieurs semaines, les populations s’interrogent sur les suites à donner à ces Assises sur la lutte contre la vie chère. Mais le gouvernement a continué à travailler. «Après les Assises il fallait pousser le travail plus loin pour arriver à l’issue des discutions avec tous les partenaires à l’élaboration des mesures qui doivent être prises pour enrayer la vie chère. C’est une nouvelle mercuriale qui va engager les uns et les autres pour mener de façon plus poussée encore la lutte contre la vie chère», a expliqué René Ndemezo’Obiang.

Comme la précédente mercuriale, le gouvernement va mettre en place une brigade mixte de contrôle pour veiller à l’application des prix. Elle sillonnera les marchés, afin de s’assurer de l’application de cette nouvelle mesure. Selon le ministre Nicole Lydie Roboty Mbou, les associations des consommateurs et plus généralement les consommateurs sont également invités à jouer pleinement leur rôle de premiers contrôleurs des prix et signaler aux services compétents les manquements relevés.
