Sur les 105 promesses faites en 2016 par le président Ali Bongo Ondimba pour son mandat 2016-2023, 56% n’ont pas été tenues, 20% de ces engagements ont été très partiellement tenues, 11% partiellement tenues et 12% entièrement tenues. Ses priorités étaient alors la paix, l’emploi et une meilleure qualité de vie. Des difficultés ont été rencontrées concernant l’accès aux services de base, la construction d’infrastructures, et la diversification économique, malgré quelques réussites législatives et dans le secteur portuaire. Se basant sur la vision et les promesses faites par Ali Bongo, le 29 février 2016 à Port-Gentil, alors qu’il annonçait sa candidature pour un nouveau mandat, deux Gabonais – l’analyste économique Mays Mouissy et le journaliste Harold Leckat – ont entrepris, à l’approche de la fin dudit mandat, d’évaluer l’efficacité et la réalisation des engagements de celui qui sera bientôt appelé candidat sortant. Ali Bongo avait alors promis de créer plus d’emplois pour les jeunes, de renforcer l’autonomie des femmes, de repenser la société gabonaise, de transformer l’économie de rente en une économie de production diversifiée, d’améliorer l’accès aux soins de santé de qualité et de garantir la paix.

Contraintes exogènes et endogènes

L’analyse des deux citoyens gabonais n’a pas manqué de prendre en compte l’impact de certains événements internes et externes sur la mise en œuvre des engagements. Notamment, la pandémie de Covid-19 en 2020 ; la crise post-électorale de 2016 ; l’accident vasculaire cérébral d’Ali Bongo en 2018 et l’instabilité gouvernementale y consécutif entrainant le changement de 4 Premiers ministres et une dizaine de remaniements ministériels en 7 ans ; la guerre en Ukraine en février 2022 et son impact sur le cours des matières premières énergétiques et alimentaires,

Plus concrètement, le programme décliné par Ali Bongo pour l’élection présidentielle de 2016, «Mon engagement pour un Gabon émergent», comprenait 105 promesses réparties en 3 priorités : la paix, l’emploi pour tous et une meilleure qualité de vie. À la fin de son deuxième mandat, 56% des promesses n’ont pas été tenues, 20% ont été très partiellement réalisées, 11% partiellement réalisées, 12% totalement réalisées, et 1% n’ont pu être évaluées.

Le bilan dressé du mandat de l’actuel président du Gabon révèle un échec global, notamment en matière d’accès aux services de base, de construction d’infrastructures, de lutte contre le chômage, de politique du logement, de création d’un environnement favorable aux affaires, de diversification économique et de redistribution équitable des ressources publiques.

Certains succès ont toutefois été enregistrés concernant l’adoption de textes législatifs, le secteur portuaire et la construction d’établissements d’enseignement à Libreville avec l’aide de l’Agence française de développement.

Trois «Priorités» pour 105 promesses

Les deux scrutateurs ont divisé leur étude en trois «Priorités» : la «Paix» avec 34 promesses, l’«Emploi pour tous» comptant 46 promesses et de «Meilleures conditions de vie» avec 25 promesses.

Concernant la première catégorie «Paix», six promesses sur trente-quatre (18%) ont été entièrement réalisées, notamment la protection de la tolérance au Gabon et la mise en place d’une commission pour la régulation des ressources naturelles. Cependant, treize engagements (38%) n’ont pas été tenus, incluant l’engagement civique de 25 000 jeunes et la construction d’établissements sportifs. Enfin, neuf promesses (26%) sont très partiellement réalisées, cinq (15%) partiellement réalisées et une (3%) n’a pas pu être évaluée.

Pour la deuxième catégorie «Emploi pour tous», seulement cinq des quarante-six promesses (11%) ont été réalisées. Au titre de ces réalisations, on compte la construction de collèges et d’écoles publiques, ainsi que l’extension des infrastructures portuaires à Owendo. Par contre, trente-trois engagements (71%) n’ont pas été tenus, parmi lesquels figurent l’objectif de faire du Gabon l’un des dix pays africains les plus réformateurs et la création de 5000 emplois dans la Zone économique à régime privilégié (ZERP) de l’Île Mandji. De plus, huit promesses ont été partiellement ou très partiellement réalisées (18%).

L’«amélioration des conditions de vie de la population» comptait 25 promesses du président sortant. Dance cette priorité, seulement deux promesses sur vingt-cinq (8%) ont été réalisées : l’indemnisation des populations déplacées par des travaux de réaménagement à Libreville et Port-Gentil grâce à des emprunts dans la sous-région. Et de la réhabilitation de l’hôpital de Melen.

13 promesses, soit 52% de l’ensemble, n’ont cependant pas été réalisées. Les engagements non tenus les plus notables concernent l’infrastructure (construction de routes et de barrages hydroélectriques), l’approvisionnement en eau et électricité, le traitement des déchets, le développement immobilier et le tourisme d’affaires. Par exemple, il n’a pas été possible de connecter 100 000 personnes supplémentaires à l’eau courante (promesse 88) ni de construire cinq barrages hydroélectriques (promesse 90).

Dans ce volet, huit promesses (32%) ont été très partiellement réalisées et deux (8%) partiellement réalisées.

D’une manière générale, les 12% de réalisations d’Ali Bongo équivaudraient à une note scolaire de 2,5/20. Ce qui renverrait à l’appréciation «Médiocre», ainsi qu’on a pu le lire dans des fora de discussion.
