Gabonreview : Le Gabon vient de boucler un accord innovant visant à refinancer une partie de sa dette à hauteur de 500 millions de dollars. En termes plus simples que signifie tout le nouveau jargon entourant cette opération et qu’est-ce qu’une obligation bleue ?
Lee White : Une Obligation bleue ou Blue Bonds, est un outil financier pour lever des fonds. Donc, nous avons, dans l’opération avec TNC (ONG The Nature Conservancy) et Bank of America, levé un fonds de 500 millions de dollars qui rachète une partie de la dette du Gabon.

Avant cette évocation, le concept n’avait été que l’objet d’un atelier sans lendemain, il y a une dizaine d’année environ. Le gouvernement a-t-il ressorti ce Blue Spatial Marin par pur opportunisme, ainsi que nombreux le pensent ? Si non, qu’est-ce-que le Blue Spatial Marin ?
Le Blue Spatial Marin n’est rien d’autre que le Plan national d’affectation de terres (PNAT). Dans ce plan, il y a tout ce qui est fait à terre mais il y a également une composante en mer. C’est à l’intérieur de cette composante qu’on a créé, il y a 5 ans, les 20 aires protégées marines : 9 parcs marins et 11 réserves aquatiques. On a également défini les zones de pêche. Donc, quand on en parle dans cet accord, c’est qu’on a plus ou moins fini avec les aires protégées marines : on vise 30% et il y a déjà 26%. On va travailler sur la création de quelques autres aires protégées marines pour arriver à 30%, mais on va également beaucoup travailler sur les plans de gestion de ces zones de pêche qui sont définies dans le PNAT. Le ministère de la Pêche a fait des plans de gestion pour veiller à la pêche durable dans ces zones.

On a vu plusieurs pays utiliser ce type d’opération financière pour générer des financements durables pour la préservation des écosystèmes marins. C’est une opération financière qui est de plus en plus utilisée avec un double bénéfice : réduire le coût de la dette et générer des fonds pour la préservation des écosystèmes. Il y a des investisseurs qui sont prêts à accepter un taux d’intérêt moins important surtout avec la garantie des États-Unis pour bénéficier de cet outil financier gagnant-gagnant.
On travaille dessus depuis près de 18 mois. On a eu de faux départs. Et, en réduisant les paiements d’intérêts sur notre dette ça va dégager une enveloppe permettant d’investir dans d’autres projets prioritaires tels que la Santé ou l’Éducation. Ce n’est que le Gabon qui bénéficie de cette opération.
