Le FGIS, un catalyseur de l’économie gabonaise

Ayant pour mission d’investir pour la concrétisation d’une prospérité partagée au Gabon, le Fonds gabonais d’investissements stratégiques (FGIS) est le gestionnaire exclusif du Fonds souverain de la République gabonaise (FSRG). Il est en phase avec le Plan d’accélération de la transformation (PAT), dans une logique de transformation structurelle de l’économie et de la réduction de la dépendance au pétrole.

En 2012, le Fonds des générations futures a été réorganisé en Fonds souverain de la République gabonaise (FISG), avec la création du Fonds gabonais d’investissements stratégiques (FGIS) comme gestionnaire exclusif. Etablissement public à caractère industriel et commercial, le FGIS garantie l’épargne intergénérationnelle et contribuer à la diversification de l’économie gabonaise.

Le FGIS a vu s’installer une nouvelle gouvernance ainsi qu’une nouvelle équipe dirigeante en 2020. Ce, afin de mettre en œuvre un nouveau plan stratégique 2020-2025 et renforcer les capacités du Fonds à contribuer au développement économique, industriel et durable. Grâce à cette nouvelle stratégie, les équipes sont engagées dans la mise en œuvre de projets phares dans la transition énergétique, l’accompagnement des PME, l’aménagement du territoire et le soutien aux secteurs sociaux afin d’œuvrer à la concrétisation d’une prospérité partagée pour les Gabonais et préparer les fondamentaux pour les générations futures. 

«Il y a trois points communs qui guident tous ces investissements. Le premier, c’est le retour sur investissement. C’est une donnée primordiale et critique dans notre décision d’investissement. On ne peut pas investir s’il n’y a pas de retour sur investissement. Le deuxième élément c’est l’impact social, tous nos projets doivent avoir un impact social. Et enfin le troisième, l’impact environnemental qui doit être atténué au maximum», a déclaré Akim Daouda, administrateur directeur général du FGIS. 

Les sources de financement de FGIS proviennent du FSRG qui reçoit 25% de la Provision pour investissements diversifiés et de la Provision pour investissements dans les hydrocarbures (PID/PIH) et des dividendes des sociétés en portefeuille allant directement dans le FSRG. Le FGIS en tant que gestionnaire d’actifs a une commission de gestion n’excédant pas 0,5% de la valeur du Fonds. A la prise de fonction d’Akim Daouda en 2020, la valeur du FSRG était à 202 milliards de FCFA, aujourd’hui elle est estimée à 343 milliards de FCFA. 

Aujourd’hui, le rôle que joue le FGIS est celui d’être le partenaire local des investisseurs locaux et internationaux. «C’est dans ce cadre que nous développons le projet de Kinguele Aval, celui de Ngoulmendjim, d’Owendo qui est une centrale à gaz, sur la station de traitement d’eau de Ntoum 7, etc. Aujourd’hui GPC (Gabon Power Company) développe un portefeuille de projets de plus de 600 milliard de FCFA dans lequel la République gabonaise à travers le FGIS investira environ 120 milliards de FCFA», a indiqué l’ADG du FGIS. 

Avec pour premier partenaire l’Etat gabonais, le FGIS c’est neuf filiales spécialisées. Il s’agit de la Façade maritime du Champ Triomphal (FMCT), la Société commerciale gabonaise de réassurance (SCG-Ré), Luxury Green Resorts (LGR), la Société de garantie du Gabon (SGG), la Gabon Power Company (GPC), Okoume Capital, l’Office pharmaceutique (OPN), Handling Partner Gabon et la Seteg.
