La CNLCEI déplore la non divulgation par la BAD des informations liées au financement sur la lutte contre le Covid-19 au Gabon

Le président de  la Commission nationale de lutte contre la corruption et l’enrichissement illicite (CNLCEI), Nestor Mbou, a, durant une rencontre avec la mission de la Banque africaine de développement  (BAD) conduite vendredi 24 mars 2023 à Libreville par Sekou Keita, chef de division,  déploré le manque de coopération de cette banque, laquelle n’a pas voulu mettre à disposition de son institution des « informations précises » liées au financement qu’elle avait accordé en 2020 au Gabon pour lutter contre la pandémie à Coronavirus.

« Profitant de cette heureuse rencontre, je me fais le devoir de vous rappeler que la Commission nationale de lutte contre la corruption, dans le cadre de l’accomplissement de sa mission d’investigation avait saisi, il y a quelques temps, votre institution aux fins d’avoir des informations précises sur le financement de la lutte contre la pandémie de la Covid-19 ; votre silence à ce propos nous a, à bien des égards surpris », a fait savoir M. Mbou, souhaitant par la suite que dorénavant la coopération son institution et la BAD sera fructueuse.

La BAD avait financé le Gabon en juillet 2020, à plus de 65 milliards de FCFA pour l’aider à lutter contre la pandémie à Coronavirus. La somme devait servir à l’achat des équipements médicaux de pointe pour renforcer le dépistage et le suivi des contacts, à la riposte sociale par le biais d’une banque alimentaire et du paiement des factures d’eau et d’électricité des pauvres, ainsi qu’à la riposte économique avec des garanties et des financements pour les petites et moyennes entreprises.

Certains leaders de la société civile gabonaise avaient insinué qu’il y avait eu des malversations financières dans la gestion de cette manne qui aurait pris une autre destination.

Durant la séance de travail avec la mission de la BAD, les conseillers membres de la CNLCEI ont échangé également sur les différents points prioritaires qui seront contenus dans le Document de stratégie pays (DSP) 2023-2027 en préparation, définit d’accord partie avec le gouvernement gabonais.

« L’objectif étant de fixer les priorités, lesquelles vont découler des opérations qui seront financées au Gabon pendant la période en cours », a déclaré M. Keita, chef de mission de la BAD.
