Le Trésor public du Gabon émettra en 2024 des titres et obligations d’une valeur de 854 milliards de FCFA sur le marché financier de l’Afrique centrale, a annoncé lundi le ministre du Budget et des comptes publics, Charles Mba.

L’argent sera levé chaque mois. Il servira à financer les grands travaux et les projets sociaux prévus dans le Plan national de développement pour la transition mis en place par le président de la Transition, Brice Clotaire Oligui Nguéma.

Le ministère du budget a présenté lundi la stratégie annuelle des valeurs du Trésor.

Selon cette présentation faite devant les responsables des banques et autres souscripteurs, la stratégie prévoit un montant global de 854 milliards de FCFA réparti en 424 milliards de FCFA en Bons du trésor assimilés (BTA) et 430 milliards de FCFA en Obligations du Trésor assimilées (OTA).  

La différence entre les BTA et les OTA repose sur la durée de remboursement. Les BTA ont une maturité de 13, 26 ou 52 semaines alors que la durée de remboursement des OTA varie entre 3 et 10 ans.

Seules les entreprises établies dans la CEMAC (Cameroun, Centrafrique, Congo, Gabon, Guinée Equatoriale et Tchad) sont autorisées à souscrire. Ces pays utilisent la monnaie unique : le FCFA. Cela permet de ne pas faire face au taux d’échange.

Après la présentation de Libreville, le Gabon dépêchera une délégation à Douala au Cameroun le 28 mars et à Brazzaville au Congo le 30 mars prochain.

L’émission des BTA et des OTA est devenue presque obligatoire dans la CEMAC depuis 2011 lorsque la Banque des Etats de l’Afrique centrale (BEAC) a décidé en 2008 de mettre fin aux avances qu’elle accordait aux pas membres.

Depuis cette date, le Gabon a mobilisé 6 462 milliards de FCFA sur le marché de la CEMAC soit 4 453 milliards de FCFA au titre des BTA et 2 009 milliards de FCFA         au titre des OTA.
