Ce mardi 16 mai s’est tenu à Libreville un atelier de validation du protocole de participation des entreprises publiques impliquées dans la gouvernance du secteur extractif au Gabon. En plus d’organiser les relations au sein du collège des opérateurs publics, ce protocole finalisé et validé permet d’élargir les éléments de sa composante. De deux au départ, le nombre d’entreprises appartenant à ce collège passe désormais à six.

Au siège de l’Initiative pour la transparence des industries extractives au Gabon (ITIE Gabon), s’est tenu ce mardi 16 mai, à l’initiative du Collège des opérateurs publics, un atelier de validation du protocole de participation des entreprises publiques impliquées dans la gouvernance du secteur extractif dans le pays. Le protocole élaboré par les parties prenantes établit un cadre clair et transparent pour garantir leur engagement et leur responsabilité dans la mise en œuvre des principes de l’ITIE. «Ce matin il était question pour nous de valider le protocole qui organise nos relations, notre participation de manière à vulgariser la norme auprès des populations», a déclaré Hervé Bertrand Nnang Engue, le directeur général adjoint de Gabon Oil Company (Goc).
«Il y a les sociétés d’État qu’on appelle opérateurs publics et nous, en tant que Gabon Oil Company (NDLR opérateur public), nous accompagnons l’État dans la mise en œuvre de ce processus qui est une norme internationale», a-t-il indiqué rappelant que la norme ITIE, est une norme internationale ayant pour vocation la promotion de la transparence, de la bonne gouvernance dans le secteur extractif. Mise en œuvre à travers le Groupe multipartite (GMP) qui comprend différentes composantes, dont les administrations qui s’occupent des questions minières et pétrolières, les sociétés privées qui sont impliquées dans la valorisation, la mise en œuvre du secteur extractif et les sociétés publiques.

«Ce protocole organise, précise les droits et obligations des opérateurs du secteur public et permet également de passer du nombre de 2 qu’on était au départ avec la Société équatoriale des mines, à 6», a fait savoir Hervé Bertrand Nnang Engue. Le protocole est jugé crucial pour assurer une gestion transparente des revenus issus des ressources naturelles du Gabon et favoriser un développement durable. Les discussions au cours de cet atelier ont tout aussi porté sur les mécanismes de divulgation des informations relatives aux revenus extractifs et concernant la transparence dans la passation des marchés, le DGA de la Goc a assuré qu’en la matière, les textes en vigueur sont respectés.
«Ces questions sont visées dans la loi 2019 qui encadre la conduite des opérations pétrolières, le secteur des hydrocarbures au Gabon. Il y a deux modes de participation, d’accès au domaine pétrolier gabonais : le mode gré à gré et la consultation publique. Donc l’appel d’offres», a-t-il fait savoir, soulignant que le protocole garantit que les entreprises du secteur public participent effectivement à la mise en norme de l’ITIE et contribuent de au développement durable du pays. «Donc nous sommes très contents d’avoir contribué ce jour à la finalisation de ce protocole qui est un vieux projet», a-t-il déclaré.
