Nouvellement élus, malgré des contestations d’une frange de l’opposition et une saisine rejetée par la Cour constitutionnelle, le président du Centre gabonais des élections (CGE) et ses collaborateurs ont été installés, le 13 février dernier, à la tête de cet organisme chargé des opérations électorales dans le pays. Un processus qui, visiblement, a mal débuté alors qu’en prélude aux prochains scrutins dans le pays, toutes les parties s’accordent sur la recherche des lendemains électoraux apaisés.

Élu à la présidence du Centre gabonais des élections (CGE), le 10 février, grâce à 8 des 10 voix du collège électoral, Michel Stéphane Bonda, contesté de part et d’autre pour ses accointances avec le parti au pouvoir, a été installé trois jours plus tard. La cérémonie a été présidée par le ministre d’État en charge de l’Intérieur, Lambert-Noël Matha.
Avant que l’ancien administrateur du bureau sortant, Moïse Bibalou Koumba, ne passe le témoin, remettant symboliquement un exemplaire de la Constitution, du Code électoral au nouveau patron du CGE, la première partie de cette passation de charges a été marquée par la prestation de serment des nouveaux membres devant la Cour constitutionnelle, au cours d’une audience solennelle.

Sauf que peu après son élection, Jean Gaspard Ntoutoume Ayi, vice-président de l’Union nationale (UN), avait lancé : «Je défie la Cour constitutionnelle d’installer à la tête du CGE, une personnalité qui, il y a quelques mois seulement, était membre du gouvernement et qui est connu de notoriété publique comme étant un cadre du PDG». La plateforme Alternance 2023 composée notamment de l’UN, RHM, Réagir avait saisi la Cour constitutionnelle pour contester l’invalidité du processus de l’élection. Une saisine rejetée par la Haute.
Si le choix du nouveau patron du CGE fait tant de bruit, c’est qu’il est en effet un proche du chef de l’État, membre de sa formation politique et ancien ministre délégué auprès du ministre des Eaux et Forêts. Pour de nombreux observateurs, il est «illégitime» à cette fonction devant régir l’organisation des prochaines élections dans le pays, d’autant plus qu’un «conflit d’intérêts est patent».
