Les chantiers du Programme intégré pour l’alimentation en eau potable et l’assainissement de Libreville (Piaepal) ont fait l’objet d’une nouvelle visite du ministre de l’Énergie et des Ressources hydrauliques, ce mercredi 14 juin. De Ntoum au PK5 en passant par Bikélé, Sévérin Oswald Mayounou qu’accompagnaient sa déléguée et le représentant de la Bad au Gabon, est allé s’enquérir du niveau d’avancement des travaux à moins de six mois de la date butoir. Globalement satisfait, il a tout de même estimé qu’il va falloir mettre les bouchées doubles dans le but de livrer les chantiers plus tôt, le matériel nécessaire étant sur site.

Du château d’eau de Ntoum ce mercredi 14 juin, à la station de pompage du Pk5 en passant par le château d’eau de Bikélé, le ministre de l’Énergie et des ressources hydrauliques qu’accompagnaient sa déléguée et le représentant pays de la Banque africaine de développement (Bad), est allé visiter les chantiers du Programme intégré pour l’alimentation en eau potable et l’assainissement de Libreville (Piaepal). Cofinancé par l’État gabonais et la Bad, le programme vise à renforcer et à améliorer les services d’eau potable et d’assainissement du Grand-Libreville avec comme date butoir des chantiers, le 30 novembre 2023. Sévérin Oswald Mayounou et sa suite sont donc allés apprécier le niveau d’avancement des travaux. «Nous en sommes à des taux aujourd’hui très avancés malgré quelques retards observés dans les commandes», a-t-il déclaré à l’issue des visites.
Quelques changements à l’origine des retards
Au niveau de la station de pompage du Pk5, a expliqué la chef de mission de contrôle CIRA (Conseil ingénierie et recherche appliquée), Antoine Diallo il y a eu beaucoup de changements. Les dimensions de la station sur laquelle était prévue «deux petites pompes» ont été agrandies par trois. La suite du projet étant liée au dimensionnement des pompes, cela a induit un retard également observé au niveau des commandes. «C’est ce retard-là qu’on est actuellement en train d’essayer d’absorber», a-t-il déclaré. À Ntoum, a-t-il fait savoir, il y a également eu beaucoup de changements dans le projet en termes de redimensionnement de certains ouvrages.
«Le château d’eau de Ntoum, les pieux n’étaient pas prévus. On a été obligé de faire 72 pieux. Ça demande un certain délai. Les canalisations pour alimenter la cuve et la distribution aussi ont été changées», a-t-il indiqué soulignant qu’il fallait donc s’adapter au service demandé. À Bikélé, a signalé Antoine Diallo, «il y a un avenant de 6 mois qui est ajouté parce que ça a commencé avec un petit retard». Au-delà de ces aléas et après concertation avec toutes les équipes (entreprises, unité de coordination et bureau de contrôle), Sévérin Oswald Mayounou a estimé qu’«il va falloir dans les semaines à venir mettre un coup de pression parce que tout le matériel est sur site».

Mettre un coup d’accélérateur
Selon le ministre de l’Énergie et des Ressources hydrauliques, il restera aux équipes «de mettre un pied d’accélérateur». «Nous sommes encore dans le tempo horaire et nous pensons relever un challenge, qui va être celui de livrer ce projet bien avant la date butoir qui est celle du 30 novembre», a-t-il relevé soucieux d’améliorer au plus vite, la distribution en eau du Grand Libreville. La mission de contrôle, qui dit être consciente de l’importance de ces ouvrages pour la desserte en eau, assure ne ménager aucun effort pour relever ce challenge sinon, respecter les délais. «Toutes les pièces hydrauliques sont importées et dès la semaine prochaine elles seront posées», a à juste titre déclaré Antoine Diallo.
«La garantie qu’on peut donner c’est qu’avant la date limite du projet, c’est-à-dire le 30 novembre, les travaux seront terminés, les pompes seront en service elles pourront alimenter le réservoir de la Caisse et on sentira une nette amélioration dans la desserte en eau de Libreville», a-t-il promis parlant de la station de pompage du Pk5. «En principe les délais seront respectés pour la fin novembre», a-t-il soutenu parlant des châteaux d’eau. Le représentant de la Bad qui s’est globalement dit satisfait de l’avancement des chantiers a lui aussi affirmé qu’il y a une bonne dynamique qui permettra de respecter l’échéance de novembre. «L’eau c’est la vie donc il est important que nous travaillions ensemble, que nous puissions mettre toute la pression nécessaire pour que cette échéance de novembre 2023 puisse être respectée», a dit Noureddine Kane Dia.
